Its State Buildings only but that's a start. Every little bit helps. They've also launched a NY Birding website & maybe that will build some interest/awareness for people to put up feeders and be more mindful of wild birds.

Oh, that's awesome!! Wish there was something they could do about communication and TV towers...man, those things are deadly to birds during the migration.
